The Teldor treaty is the cease-fire treaty with the Vuldrok on Leminkainen. As I recall it only applies to that system, and among other things it guarantees the Vuldrok unmolested space travel and rule of their continent of Valdalla as a semi-autonomous fiefdom in exchange for no raiding. The Vuldrok are also forbidden from cooperating with raiders from Hargard or beyond by the terms of the treaty. The Empire has a presence on Leminkainen as a result of the treaty too, the Imperial Annex Zone. And the Cortran Hawkwoods were unwilling to give up their barony or accept Vuldrok rule, so there is still a shooting war with the Vuldrok, it is confined to the Valdallan border of the Cortran barony though.
