QUESTION: Who is the "Protector of Masr" and why is s/he ONLY its "protector"?
Hint #1: Masr is an island on a planet in the Phoenix Empire.
Hint #2: The island of Masr is on a Merchant League world.

Duke Hakim al Malik; because Masr (on Madoc) rose up and overthru local al Malik rule and now pays tribute directly to him. It is ruled by elected humans and a Shantor King.
