also, it means if read well, that a success actually stops the opponent target to attack at all the SM for that round (i am confused about the "Until the end of the round" wording.. it means that the target cant attack the SM from moment the SM uses flourish with success and the end of that round, but can resume his attacks in the following rounds, assuming the SM dont use flourish succesfully again ?)
i am correct ?
also, the "special powers" like flourish when are they happening ?
wich kind of actions are they ? standard ? simple ?

It's a Simple Action (this also puts a limit subject to GM discretions on it).

It reads as single target. However, since it is a simple action, that means that the Swordmaster could flourish against each potential attacker (within reason, strain is a big limiter).
There is no overkill.

If you're looking to set a limit using some kind of precedent, you could limit it to rank uses per round.

it hasnt any rank being a special talent.
so in your way say a SM 8th circle could use it 8 times / round ?

Yeah, you'd use Action Cap (DEX Step) or common sense if you wanted to limit it.
But it's fairly self-regulating, being an Attribute Test against Defense (and you really need the Karma on it, so that'S Karma and Strain), with only a limited number of people able to attack you unarmed anyway.

Quick note regarding the action cap: I use the highest of the DEX step, PER step, or the adept's Circle to define the limit.

it's the best choice the-gun, unless you want really keep the action in real check.
basing only on dex step (or Per step) is likely having casters at disadvantage (but they rely less on simple talents anyway) in case of dex and fighters in case you rely on per.
