You shouldn't confuse either abilities that provide a beneficial effect, or abilities that have one individual act as one amongst many, with your usual "helping each other" situation.
You were referring to and citing examples of rules in the vain of "If I help him, he gets a bonus to his test.".
What you refer to now and use as examples isn't anywhere near that.

Obviously you have never rowed a boat.
Rowing a boat as individuals will soon have you rowing in circles or sunk.
You say they are all individual rolls, according to the rules, then these rolls are never made (obviously as this is stupid thing to do) as we just choose to ignore the rules. Can you point me to the rules section that tells me that these individual rules are ignored ??
As far as I am concerned all the examples you have just quoted are co-oporative tasks whether it is rowing a boat or pulling a lever and arguing otherwise is pure semantics with no basis in logic.
As an air sailing example how about instead of making these "mythical" individual rolls, we say the Captain rolls his Air Sailing Step and adds a modifier of +1 for each crew member assisting. In the case of a Drakkar this is +29. So in calm weather with no outside factors any Air Sailing rolls are automatically made which is really what we want for a base level. Now the Drakkar enters combat, some of the crew are assigned to fire the weapons, other to repel boarders so the number that can atually assist the Captain is reduced so say he now has the assistance of 12 crew, his rolls are much harder to make, especially if he is trying some fancy tactics, is this also the situation we wish to happen in a tense battle scene ?? Is this not much simpler, can not the players now assist the GM and actually make their own decisions on what they wish to risk by assigning crew away from helping the Captain ?? Does this empower the players and make the GMs job that little bit easier in a basically chaotic air battle situation ??

Well if you have rowed a boat you know to do not row as individuals, there must be co-ordination even if it is just one of the rowers calling out the stroke. Even a small dingy with only two rowers must keep in step.
I don't know what your cooking example has to do with co-operative tasks, this discussion is becoming silly.

I have given examples of actions that can be possibly co-operative.
There are obvious actions that benefit from simple co-operation rules (Air Sailing) and others that are obviously not suitable (your Preception test example).
I have given examples of actions that could be considered as possible co-operations, if you wish to do the same I will try to provide simple solutions using the same basic premise, as I have done with the Air Sailing example.

How should cooperative actions be handled in ED? Do they need to be defined (at all, or perhaps more consistently)? Is there scope to come up with something that can be made available as an Optional Rule (at the very least)?
There are rules for cooperative actions in some other RPGs, sure. But does that have a place in ED3?
I've used my own "ad-hoc" rules for cooperative tasks in ED over the decades on the rare occasions it's come up during play. But there are many ways it could be treated and its still an area where, I think, subjective oversight on the part of the GM is required (I've played sessions of "that popular fantasy RPG" where the rules for cooperation are abused rampantly by the players simply because "it's in the rules", btw).
