It doesn't take a standard action to use, only to begin hiding the object(s). Once they are hidden, the character can attack with a hidden object and, if the target doesn't make the perception test, gain the benefit of surprise vs. that attack.
EDIT: Of course, this means that the attacker is dropping his weapons, repeatedly, in order to achieve surprise with every attack. Although, in a typical combat, this is probably not on the forefront of their minds.

Which is a bit of a problem for Windlings because of their low strength and weight limits for flying.

my windling has STR 10... that is quite a LOT in terms of CC..
and with the actual rules, a single stat can be boosted up to +8 with no limits
so the windling can have a str 12, and with a simple + 1 increment it goes up to 13, that is step 6 and a whole lot of CarCap
equip the windling with a forged weapon (a broadsword +3, siz +2, is a min DMG 5, with a 3 thread boosting damage is going up to a nifty 8 dmg step)
and with the actual rules, a single stat can be boosted up to +8 with no limits

You think, a windling with a forged weapon is a nightmare?
Then never give one of your characters that magical pouch, especially not those with a flying spell or natural ability.
Don't know, if those pouches still exist in 3rd Edition, but a pouch holding 200 pounds but weighs as if its empty in the hand of a windling can become really, really nasty.

Assorted cryptic remarks because I'm in the mood for cryptic remarks and because all of them are off topic:
Surprise Strike: "once per encounter" hasn't been the case in any RB edition of ED, been more of a clarifying remark in EDC (which might be misleading, so there's one of the rare pro arguments for shorter rules texts), where you still always needed Surprise from the get go.
Conceal Object: Hiding stuff on your person may be more than a Standard Action. Making the Talent Test to conceal the previously hidden stuff is the Standard Action (think about this: you carry a broadsword in your scabbard beneath your coat, it is effectively hidden, you just need to make the test for a little added illusion magic). Putting away a dagger may only be a Simple Action in any case (drawing/sheathing weapon). As for draw-drop-draw-drop, keep in mind maximum combined Size = Rank. Can't easily conceal 4 broadswords...
Flight: EDC allowed only half carrying capacity while flying. Of course, the entry for Flight was also almost twice as long, EDC had more integrated rules for Encumbrance and stuff, we're not too much into this stuff in ED3.
Leave and re-appear for surprise: Part of the Windmaster is built around this.
Wondering when: Crusader will pop in
Wondering if: I have missed, while just skimming this thread, where you figure out that the best way to prevent a windling from flying all the time and escaping combat are 1) indoors adventures and 2) flocks of flying creatures
pouches: they're there but the suggested variant reduces weight to 10% (we couldn't write these out of the game because windlings with these things are a a prerequisite for the Urupa Parcel Service working in the setting, and the UPS central depot is the one thing that's kept Urupa's economy stable for the past 20 years)
