Tansiarda - let's flesh it out

We started a new campaign and the PCs kaer opened a few days walk from Tansiarda. At the end of the last session they arrived in Tansiarda. So now I'm trying to flesh out this town and the adventuring possibilities in its vicinity (I'd like to keep them here until they reach 3rd or 4th circle then let them go wherever they want). I already made notes about the general adventurer's establishments (tavern, shops, etc.) and some NPCs, but I need ideas about two things:

1. What should be the general feel of the town? What makes Tansiarda unique? How big is Tansiarda anyways?

2. The adventuring possibilities... Any ideas on this one? I would like to use the dwarf-t'skrang tension over the planned bridge somehow.

It's big enough that there's a harbormaster in my campaign, and more than one inn for overnight layovers when you're traveling by riverboat. I figure the docks and warehousing and merchant offices are the primary reason for Tansiarda to exist, being at such an important junction of trade routes. I put a shop there that has star maps suitable for night time navigation. One of the things I added to the dwarf-t'skrang tension was the old niall towers not being suitable for bridge footings. The t'skrang know that the niall towers are unstable, and that the bridge will collapse if built on them, but aren't telling the dwarfs that because the dwarfs didn't consult them or ask permission before making plans to use the towers.

From FASA 6109 Serpent River: Just south of the confluence of the Onman and the Serpent Rivers lies the town of Tansiarda, home of a consortium of dwarf engineers and magicians embarked on one of the most ambitious endeavors in Barsaive's history — to bridge the Serpent River. The Old Theran Road to Parlainth runs through the town, and a well-traveled dwarf caravan route passes near the river bank opposite Tansiarda. The dwarf engineers are following a plan developed before the Scourge, which if successful would provide an overland connection to the old Theran road which runs along the other side of the river. Additionally, the town lies close to a set of abandoned t'skrang village towers, which the dwarfs plan to use as piers to support their bridge. Although the plan seems technically feasible, it has aroused the ire of House Syrtis's Wavram niall, which is based in the area. Tensions have been running high between Tansiarda's dwarfs and the t'skrang of nearby villages.

True! Now all I need is to design an adventure on this idea... Any thought on that one?
There's no t'skrang in the party but one of the characters, an elf swordmaster, has become friends with the t'skrang doing trade in Tansiarda. Antoher character, a human weaponsmith, is on good terms with the dwarfs. So this in-party conflict can also be used somehow.
