Do you mean Marac? The Theran province?

I don't think that's it.
On the ED3 map, it's a city located just a little North by Northwest of Syrtis, in the Caucavic river valley.
It doesn't seem to be on maps from other editions, so I may have found my own answer.

Marrek is detailed on Pg. 55 of Nations of Barsaive II: Serpent River. The short version is that they Marrek was a small human kingdom that pissed off the Therans and were denied the Rites of Protection and Passage, causing the kingdom's destruction during the Scourge. Some time after the Scourge ended a group of humans, believed to be nobles from the old kingdom who sought refuge in nearby kaers, arrived and refunded the city. It's been slowly growing into a prosperous multi-racial metropolis.

I have been advised it first appeared in the ED novel Prophecy by Greg Gorden. (It has been a long time since I've read that one.) But, as far as I have been able to determine, was never mentioned or described anywhere else except the revised Serpent River book.
(I had also forgotten the ED3 folks added a bunch of one-off references and such to the map.)

I'm wondering if that's a good thing or a bad thing. Having the map filled in a little more makes it easier to create things on the fly, for example, but limits imagination when you want a town slightly farther north than what is printed.
Overall I think it's better to have a fully-fleshed-out few rather than a large peppering of names and small backstories.

There's a short section in the 3ed Revised Players, p326, apparently echoing the text in the 3ed players p292, expanding on the text in Classic (p483).
It's mentioned shortly in the 3e Kratas book (p38-39), no details about it.
