Sorry to bother and I am trying really hard to figure out what happens if a person is hit resulting in a -2 to all actions for rank rounds, and then gets hit a second time while the first effect is still ongoing in regards to the 8th circle elementalist spell Venomous Fury, with little success.

Although I'm not 100% certain, I'm seem to remember that poison effects do not stack (and same thing for spell effects unless specified). Thus, getting hit by that effect before the end of its duration would 'reset' the duration but would not add more penalties.

even if say, the second strike got a better result against the TMD?

I'm really not sure enough what the rule says in that case (or even if its covered). Personally, I'd say its a GM/table decision: if you decide that the effect 'improve' if the 2nd strike is better, then it should also 'go down' if the second strike is lower.
I would suggest you join us on the official Earthdawn Discord channel; its MUCH more 'alive' than this forum and I'm sure one of the mechanic gurus would have the correct answer within a minute.

Effects of the same source (e.g. poison, spell, talent, discipline boni, etc.) never stack.
BUT always the highest bonus/mali counts.
Actually you have to count each duration seperately.
Round 1:
Roll Effect 1: 2 Rounds, -4 to everything
Effect 1 is active, -4 this Round.
Round 2:
Roll Effect 2: 2 Rounds: -2 to everything
Effect 1 still active, Effect 2 will be ignored, so -4 this Round.
Round 3:
Effect 1 is over
Effect 2 is still active, so -2 this Round.
or other example just vice versa:
Round 1:
Roll Effect 1: 2 Rounds, -2 to everything
Effect 1 is active, -2 this Round.
Round 2:
Roll Effect 2: 2 Rounds: -4 to everything
Effect 2 is higher, Effect 1 will be ignored, so -4 this Round.
Round 3:
Effect 1 is over
Effect 2 is still active, so still -4 this Round.
But depending on how much buffs, debuffs etc. are used in your group and the accounting becomes to annoying, you always can simplify those rules and just "reset" the duration as Bonhumm wrote. Or use other ways ^^
