TDC (Tentacle Deployment Cannister) for Weird Scientist

Tentacle Deployment Canister
The TDC appears to be a clunky metal can, just the right size to fit awkwardly in one hand or awkwardly in two. It has a certain number of gauges and small mechanisms attached to it. When triggered, a simple spring-loaded mechanism launches a dart and wire towards the target. Unbeknownst to the Weird Scientist, the wire is actually guided by the user's mental force. On a miss, the wire retracts the dart automatically. Should it connect, however, it triggers the canister's latch. An improbable mass of tentacles slithers rapidly out of the canister, along the wire, and gloms onto the target, constraining their movement. The canister can then be discarded.
Attack is Spellcasting Step, as Bind Spell, or defaulting to Perception. Effect: Will+4 of Weird Scientist.
Type: Single use, Novice.
Cost to make: £3. Also requires a successful Fishing (7) test to gather materials. The design of the canister requires Clockwork, but then can be replicated through mechanics.
I made this with the crafting rules I wrote up. Originally it was going to be ammo in a sort of gun, but then I realized that it would need to be fired first using firearms and then the spellcasting test would need to be made because the spellcasting test is sort of the effect test for the bind spell?
