You are pretty much there, though some of the second uses of Second Weapon and Swift Kick are questionable. Even with using each simple action once, this still allows a character to use a two-handed weapon or shield and have all of the benefits from two off-hand attacks. Essentially, it is a character which has to make no sacrifices. As a Warrior, they can apply Crushing Blow to every attack and also have access to Momentum Attack and Air Dance.
When you take into account how Forge Weapon is reverting to allow for significantly more improvements (without even accounting for a thread weapon), the distance between Swift Kick with a weapon and everyone else becomes even greater.

AFAIR second attack, second weapon and swift kick have strict rule use: once per round. I do not have rulebook right now so i can be mistaken, but this is unlikely
In this scenarios
1 attack ok
2 ok
3 or 4
5 or 6
7 ok
So extra is only 1 attack for cost of -2 hit.
Extra bonus could be shield + 2 weapons at once. That give some extra defense from shield.
Anyway having 2 thread weapon + shield + armor take 4 slots from thread weaving

7 ok

1ed Second Attack precluded the use of talents that give an additional attack (eg Swift Kick). The line is missing from 3ed.
3ed Second Weapon says if you have a weapon in your off-hand or on your tail you can use the talent - doesn't say anything about being limited to once per round. So technically a t'skrang could use it for off-hand and tail weapons in the same round.

Yes thats the most important line missing, that talent can be used only once in a round unless specifically noted: Avoid Blow.

To illustrate a bit more clearly from what Morgan said, here's what a t'skrang could do that other races could not. Let's also set aside someof the possible issues with multiple uses of 2nd weapon, or using Swift Kick when you have a weapon strapped to your tail (I wouldn't allow that, personally). Strip it down to a more basic comparison.
T'skrang wielding a 2-handed sword, with a short sword attached to tail:
Melee Wepons - 2-hand sword
Second attack - 2-hand sword
Second Weapon - Short sword on tail
If other races use a 2-hand sword, they don't get the Second Weapon option. If they want to use Second Weapon, they are restricted to smaller weapons (broad sword and short sword, most commonly). Setting aside bonuses from things like threaded or forged weapons, this gives t'skrang:
Step 8 (Melee) + Step 8 (2nd Atk) + Step 4 (2nd Wpn) = average dmg 20
vs other races which get:
Step 5 (Melee) + Step 5 (2nd atk) + Step 4 (2nd wpn) = average dmg 14
That's a 6-point average, roughly equivalent to the damage from an additional attack.
This is an advantage that only t'skrang get, and it is because of the tail. Any changes to the talent interactions would also affect any other races that use them, and wouldn't fix the problem.
