Who are the Ook Ook Kung and what is their significance? (Remember, no Googling allowed )

(This one is quite obscure... Will post a hint or two on Monday if no-one gets it before that)

Hint 1: The Ook Ook Kung is a non-Human faction (but then again, that was pretty obvious).
Hint 2: They belong to the top of the social hierarchy for this alien species.
Hint 3: They have a pretty unusual member who is surprisingly also a member of an interstellar faction. (It might make your head hurt a bit trying to work out how that membership came about ).
