I would say they can't stack.
First: When Charging you're not on stable ground, since you have to check to see if your dismounted for hitting with the charge. They can use Down Strike when not charging, since it specifically mentions being mounted.
Second: Both Talents "replace your Strength Step for Damage Tests."
