[ED:SW] Wild Cards ---> Adepts
Are all Adepts considered Wild Cards or not?

Wild Cards are basically the Important People (TM) in a SW setting, right? The PC's, patrons, and villians, right?
There are a LOT of adepts in Barsaive. That is a HUGE number of Wild Cards.

The scorchers? Pretty much 90% of the ones riding are adepts. The ones that aren't are in training to become adepts. Hardened mercenaries are, most likely, adepts.
Seriously, about 5% of the population are adepts. With even a measly one million (1,000,000) population (which is the low end of the population estimates of Barsaive) that's about 50,000 adepts. The bulk of the population isn't going to be running around doing dangerous stuff, not like the adepts are. There is a HIGH proportion of adepts in military and military-style leadership positions. There is a thriving trade in minor magical items and blood charms. Those are made, primarily, by adepts.
There are A LOT of them running around. Some of them even doing guard duty (there is an entire Discipline devoted to guarding the king of Throal). Be very careful whom you upset in Barsaive.

In many of the starter adventures, there was a mix of opposition. Later adventures featured more and more adepts. As sourcebooks came out it became clear that those in positions of power, who would benefit from the abilities of a Discipline, were said Discipline.
As an example, every member of a crystal raider drakkar crew is an adept.
Every. Single. One.
Often, the chief of the owning clan is captaining said drakkar, and I haven't seen a one that is below 8th Circle. Since the drakkars can hold up to 30 crew, and they often do on big raids, that's 30 adepts coming to rain down the pain.
