The INSTANT means that the ritual is done at that moment.

However the text says their "Next" attack roll of that skill. So you could cast it.... go eat lunch... get your dry cleaning... then shoot someone. The ritual power is released and the bonus conferred.

Although you are not wrong, I think that would be stretching the intentions of the rite :) But again, it depends on what the game group is comfortable with doing.

True. I was just going with the letter of the rite. As a GM I would say it's good if used within reason.

Cast the rite before a raid for example. I would allow that.

Yeah, "you can use it at any time until the end of the scene" might work :)

Oooh... add a trigger phrase to set it off so that the user cna save it during the fight for a particularly tough opponent. I like that.

Ok RAW here is:
"Casting a theurgy ritual takes one turn... The theurge cannot perform any other action during that turn" FS Rulebook second edition page 140.

This fact would make it totaly useless if you could only use it on your Casting Turn. So in my opinion there are 2-3 ways you can interpreted it:

1. Instant means: when the Caster hits with an attack the smiting Hand is released as an instant. But this means he only gets the Damage Bonus to one attack instead of to all attacks in a round.
2. You can only cast it on other persons. Theses person then will get the Bonus to all Attacks this round.
3. It is said that sometimes rites dont take the full round when explizied declared, wich is not the case with smiting hand but then your "at least two actions Rule" would work.

And RAW for other Sect rites:
"The cost for character to learn another sect`s rite is normaly +1 Extra point per lvl or 3x current rating... Sometimes a character does not even have to go to a member of the sect to learn the rite" FS rulebook second edition page 158

So during Character creation it would cost the Brother Battle 12 extra points(lvl 6 Rite= 6 Extrapoints and +1 for each lvl) or 18 exp(3x lvl6).

But remember: FS is a storyteller game, so the Gamemaster has the last words how the rules should be handled not the Rulebook

i believe the one turn and istant application is to follow immediately with an attack.
Smiting Hand should work like this.
Cast the theurgy get the victory point bonus and then do the related attack. It's one action. It's like Gokuh pumping up before releasing the Kamehameha. It's the only action for that turn and you can't even make a movement.
Differently Psi powers, allow you to activate them and make another action in the same turn (with penalties for multiple actions), be it moving, attacking, doing two attacks, or whatever. This is in second edition.

In the new player's guide, the main difference is that casting a Theurgy rite you can't move your Movement score. While activating a Psi let you move your Movement score in the same round. No more multiple action.
