A Called Shot cannot be used to increase the damage of an attack (see p. 378).
Does that mean extra successes do not give +2 to damage test?

Greetings,
It means you cannot make a called shot for the sole purpose of doing more damage. For example, calling a shot to a target's eye, then arguing they should have less armor, or it should inflict more damage, etc. Extra successes still generate the normal and/or optional effects as appropriate.

Note that Called Shot has some expanded use with special maneuvers from the GM Guide. A called shot can be used to gain extra successes on the maneuver, which can (in some cases) indirectly result in increased damage. (For example, reducing a creature's armor.)
It was kind of late in the development process, but I'm kind of happy with how that turned out, because Called Shot was kind of... blah... in past editions.

What if youre oponent is wearing plate armor but not helmet, you Called Shot him in the head and still need to reduce dmg from his plate? Thats absolutely "not smart".
