Alright, it sounds as if you have a whole mechanic behind this and other chances, not just a one-off rule. I think then I can get behind it. Now, you just need to provide a bit of fluff to motivate these free talents - probably in the line of half-magic - and we could be set.
Oh, and as Telarus said, free talents should still be boostable by the usual means. Hm, that makes me wonder, couldn't you then also boost half-magic tests with the same reasoning?

Well, boosting Action Tests and boosting the Talent Rank are different things. You probably will not get opportunity to boost talent granted by Half-Magic as its Rank is not real - defined just and only by another Statistic (here: Circle). BUT Discipline probably get ability to boost certain type of Action (like presented Swordmaster - Karma to ANY Interaction (Social Action) Tests) so if it will be the same type there is no problem. Another way will be just collecting items (Thread Items, potions, blood charms) what boost certain type of Action like Perception-based Actions for Navigation ability of Scout and that's it.

We have no idea how much LP it's going to cost for a spell. They are basing their whole concept around this cost. How much LP is a first circle spell worth? What about a tenth circle? Or fifth circle?
