Weird Scientists learn Spellcasting as a Skill already, but only as an adjunct to their enchanting capabilities. They learn spells in order to be able to place the effects into their devices, potions, etc. Theoretically, a Weird Scientist could learn Spellcasting as an active Skill, and be able to cast and not just enchant, but I would require the character to either play through the learning process or justify it in their backstory, and make the player buy the Skill a second time. You'd have Spellcasting (Enchanting) and Spellcasting (Casting) on the character sheet, using the first for device/potion creation and the second for active casting. I'd also look at the character's School and see what impact learning casting would have. A Galvanic Order character would gain some advantage, by learning a new method of investigation of the mana phenomenon. A Newtonian would have their motives questioned, as taking up the study of arcane casting would divert them from pursuit of the goals of higher alchemical work. My personal philosophy is that any change of this sort must make sense not only mechanically but in the in-game fiction.
