Certainly sounds Vuldrok......I'm thinking either a Pirate captain or the Vuldrok representative on an Imperial World. But that's either a vague recollection or a guess.

(After looking in all the wrong places, like Star Crusade and Sinners and Saints) I found him in the FS2 rulebook :) Ragnald is the stock Vuldrok from FS2 (p.268)

That is a very intelligent answer, but still it happens to be wrong :p
Ragnald the Red was the stock Vuldrok character for FSR just as it were for FS2.
You'll have too dig far deeper than FSR to find this one up!

That said, again, it is FS-canon...
