The rule-set we use has very detailed encumbrance. It hasn't really contributed much to our games other than providing another dimension of usefulness to very strong characters as packhorses for the group, or figuring out how exhausting it is to carry an unconscious body. If I were to suggest house-rules for Fading Suns encumbrance wouldn't be among them. If you feel that your game needs encumbrance I'd suggest first working out rules for exhaustion to incorporate encumbrance with.
