I believe I have in the past. So many game systems and adventures!
As an advice for creating themed plots, try using the environment to bring the mood.
Scary low lights, candles and talk low. Dramatic, bring the problem to their doorstep.
Guy Fawkes, a man that wanted to overthrow the government (exploding it) to bring a better one. As a fan of V, a few ideas:
Your players can search a legend of a former person who tried to explode the ruler so many years ago.
Or maybe the players need to find out before it happens to them!
Maybe they are hired by that strange person to take the crates to the underground and in the process they find out it is actually a terrorist cell from the BAVA!
