Astral Interference does affect the adept using it, and if their MD happens to be the highest in the target area, then that is the DN used for determining number of successes.
It does not move with the adept. Once placed, it's location is static.
While it is true that Baseline Subtraction becomes harder to cast when Astral Interference is in play, there is an easy solution to that.
Cast Baseline Subtraction first.
This can actually serve a dual purpose -- not only does your subsequent use of Astral Interference not affect you in any way, it will also prevent rival casters from using the talent to muck up your spellcasting.

I like your "Eye of the Hurricane" method, but I would modify it to make it move with the caster and add a restriction to the max movmenet speed, say 1/4 of their walking speed, in order to maintain the 'safe zone/eye'
