I guess that's why Danger Sense should be PER based, and avoid all this. You make it a seperate talent that doesn't imply initiative, but more divination.

Danger Sense represents a kind of instinctual, preternatural reflex. Additional Initiative enhancing effects like Tiger Spring cannot be used with it.
In prior editions, Cobra Strike ignored Initiative penalties from armor, but was much narrower in its applicability. Initiative penalties from armor now apply to it, but it can be enhanced by Tiger Spring.
Air Dance and Cobra Strike cannot both be used in the same round, as each substitutes for the character's Initiative.

Armor penalties do not apply to Danger Sense.
While in certain circumstances the Danger Test result can be used to determine Initiative, it is not (normally) an Initiative replacement test and so penalties from armor do not apply.
