Horse speed / other mounts speed

Since 3ed I had a strange feeling there was something wrong with mounts speed. Now in 4ed i did some calculations. Average human walking speed is 5 km/h, up to 9 km/h for short distance. In 4ed its 12 yards / round (about 6 seconds).
12 yards * 10 (10 rounds in 1 minute) * 60 (60 minutes in 1 hour) = 7200 yards / hour
7200 * 0,9144 (1 yard converted to meters) / 1000 (1000 meters in 1 km) = 6,58 km/h
Barsaive is dangerous place so we walk fast to stay alive.
Now lets take riding horse. The average speed of a canter (horse gait) is 16–27 km/h, and it's not even a gallop, very much like the canter, except that it is faster, averaging about 40 to 48 km/h (25 to 30 miles per hour), race horses gallop 60 km/h and more. So let's take only 20 km/h. In 4ed running horse (using Standard Action for it) would move 40 km/h.
20 000 * 1,0936 (1 meter to yards) / 600 (rounds in an hour) = 36,45 yards/round
I think all horses in ED3, ED4 are cripples with speed 20 yards/round, why do we still breed them?
