Sundahk, Razan : it is in talent.
Second weapon - allow additional attack when main used. If you have more then 1 primary attack then you can make more, but no adept have this. It is extra attack for off-hand.
Swift kick is allowed only with unarmed, so no sword there.

I follow RbR rules -older book i think.

4 ed cover different:
tail is unarmed (even with weapon) so only swift kick is allowed.
"or a weapon attached to a t’skrang’s tail—are used with the Unarmed Combat talent or skill. "

Mataxes:
Yes, it is advantage. But only swordmaster have this as core. So without karma it is not so good - easy to dodge.
4 ed not possible.

On a different note, a couple of things I spotted in the newest draft:

Iron Hand (Wizard Circle 1 Spell, pg. 344). While the spell has a range of 10 yards and an Extra Thread clause of +Rank targets, the spell description has the Wizard touching the target to cast it.

The Fireblood Talent isn't in the Table of Contents. The full entry is where you would expect it, but the ToC doesn't mention it at all.

Melee Damage in ED4 Is Strength Step + Weapon Damage Step + (Extra Successes x2). So, if your warrior has Strength 16 and is using a Battle Axe, that's step 14 for Damage before the attack roll. If he gets one extra success, the Damage Step will be 16 (Ouch.)

I will assume that you're talking about the Strength half of things.

In this case, for the purposes of comparison and illustration, I am reducing variables by assuming that STR is the same for both. It is easy to make an example that "disproves" an argument when you're mucking with different variables.

Now, as somebody else pointed out, Trolls and Obsidimen make up for it a little bit by being able to use Size 4 weapons instead of being limited to Size 3. And even then the t'skrang still come out with a slight advantage. But that doesn't do anything for Dwarfs, Elves, Humans, and Orks -- all of which are unable to take advantage of that.

Would it be possible for you to contribute something other than snark without substance?

On the other hand, the whole rule with Attached Weapons isnt too clear.

Ed4: "Tail Attack
This combat option is only available to t’skrang. The character makes an additional
attack in close combat using his tail. The character makes an Unarmed Combat test,
and suffers a –2 penalty to all tests that round. The character makes a Damage test
using his Strength Step."

"Attached Weapons
Unless otherwise noted, weapons attached to a character’s body in one way or
the other—whether a gauntlet, a boot with a nasty spike, or a weapon attached to a
t’skrang’s tail—are used with the Unarmed Combat talent or skill. They are still considered
weapons and can be targeted as such by talents such as Disarm or Riposte, or
by spells or abilities that target or enhance weapons."

What if he has attached Short Sword? Does he make Damage test = Str+Weapon Dmg Step?

What if Gauntlet with nasty blade is on characters arm? He makes Unarmed Attack test and Damage test? (Lets say Gauntlet blade Dmg Step is 2)
With Str Step or Str Step +2?

Whats the advantages of having Attached Weapon?

In all seriousness, I think the part that's broken here is the ruling that lets you use Second Attack, Second Weapon, and Swift Kick more than once a round and not the part where T'Skrang get to use their tail like it's been attached to them all their life.
