The Illusionism spell "Tailor" does not say that it is an Illusion, but it sure seems like it should be. Is the Player's Guide accurate, or was there an oversight?

That's a carryover from ED3 (and ED1/EDC before it).
As with Best Face, probably should be an illusion, with Interaction Tests against the target acting as a Sensing Test.

Its sort of a half-truth rather than a full lie or the truth. You need to have real clothes to act upon to change color and appearance for it to work, so it is sort of half illusion and half real, making it hard to classify either way.
A better idea might be to ditch the real clothing requirements for the Illusionist spell and have it be a full illusion. The Sorcerer could have a different version of the spell which is real, where he transmutes the clothes into clothes of a different color, appearance, and style for as long as the spell lasts. Same effect, two different mechanisms to bring it about that way.
