First off, let's scale back the rhetoric here, okay? I'm doing this in my spare time. Please be respectful, my willingness to interact is not infinite. Jumping to conclusions which aren't actually supported doesn't help.
As you note following this, the ability to stack espagra scale cloaks with other armor is problematic and represents an exception to the rules which only causes problems. Particularly with the increased value of armor and improvements to Forge Armor. Both can be worn, but only one set counts as armor. Allowing for the best armor rating from each armor to apply will cause problems as well; one set could be forged just for physical armor and the other just to mystic armor.

On my social and philosophical studies I used to say to my masters and colleages: "Anyone can say anything but should give some good background if asked for the reasons" and next thing is if we can look on persons and things that they make as different entities. I made many, many stupid things in my life but don't think that I'm stupid in general. I respect persons and work they make but it doesn't prevent from asking the questions about results of work as they are varied independly of will, effort, time and many other things. And after all none of us is the one who wrote the original rules 20 years ago.
My apologies I'm not American or English and even in Poland my directness sometimes looks just rude but it's never my intention to offend anyone.

To be fair it would be pretty stupid to not let someone wear a cloak just because they already have some armor, regardless of which bonuses do or don't apply. "I'm sorry, but that green cloak clashes with your crystal plate. I simply has to go."

Can one of the developers give an indication of how the new armour rules fared during playtesting?
I like the simplicity of +2 damage/every 5 over PD rolled instead of Armour Defeating Hits, but I still can't help thinking it's going to slow combat down more. An attacker would have to get 35 vs an opponent with a PD of 10 before their hide armour is negated. In the past it only took a roll of 20.
Our players love it when there is the occasional big armour defeating hit, but now it seems combat will just be trying to whittle away at opponents because the rolls required to penetrate armour are tougher. It's hard to tell based on the information we've been given.
That's why I'd like to hear from playtesters or developers who have given the rules a proper testing. Assuming the have been tested. I hope they've been tested...

I love the new mechanic for +2dmg/success. My players seem to always have good attack rolls and they can crush toughest opponent in two rounds due to ADH...
