This is half of what Distract does, the other half allowing everyone else to abuse the target. The whole of 4E has not been revealed or released yet - it may be a bit premature to comment on all of the mechanical effects it is missing.

My apologies. There are no official guidelines to create new abilities and I don't know if there ever will. My suggestion is to compare the new ability (talent, spell, etc.) against others which are similar, particularly of the same ability tier. My own preference is for talents which can be generally useful and using knacks if I am after a specific application.
I know this is not terribly helpful nor specific. If you have and particular ideas, feel free to message me and I will be more than happy to help out in whatever capacity you would like to the best of my ability.

It's fine. But i think you earlier point some talent are novice, and some higher, so i was hoping that you prepare some guideline how to weight it (as you make changes in 4ed). Thanks for answer, when i have 4ed (i should go to test earlier but do not have time to test on that time:( ).
As for rules - something like this (of course appropriate with discipline):
Increasing damage - warriors class can have from 1 circle if not using weapon, everyone else from Journeymen level.
Taunting talents - 1 circle for support, rest 5 circle
Magical sight - 1 for magician (very rare for support), rest 5
I like idea of changed disciplines so not everyone is same, but usually testing changes are hard.
Warrior -> striker (as it is now)
Warrior -> defender (he get few talent for defend party and lower damage threat)
Warrior -> berserker (he will lose some defence talent and gain maybe some weaking effects on enemy)

Speaking official rules and all that: I've been wondering lately whether the upcoming book will feature conversation rules for 3rd to 4th edition characters. Besides my personally issues with the Liberator discipline, the other chars of my group will have to converted as well - with the way durability and karma ritual works, plus the changes in skills (e.g. we have a weapon smith who will now get a free skill thanks to being a support class) I imagine there is quite some room for trouble. Plus it would be nice to know how things should be handled if certain talents vanish and others get introduced to given discipline tables.
Will there be official rules in this regard, or should one simply re-create the character based on the total legend points earned? If so, are 3rd and 4th edition amounts of karma points comparable?

There will not be conversion rules between the editions. You've noted many of the reasons why direct conversions simply aren't feasible. Covering every scenario would take a great deal of time. You have also noted the best way forward: re-create your character with your total Legend Points.
