New Talent for Enchanters

Hey all.
I had a player of mine ask after the Enchanter specialization of spell casters.
Since there weren't any specifics on them I decided to make my own talent for this.
This talent is supposed to be added on circle 1 as a discipline talent and learn able only by spell caster disciplines, thus not by versatility.
can you guys help me fine tune it so its not too powerful, but powerful enough?
since it will be a core talent.
Improvise Thread Item.
Step:Rank+perception Action: Extended
Karma: yes Strain: 0
The adept binds one of the spells he known to a non magical item which anyone atuned to it can use.
The adept spends 1 Karma, which may not be added to the test, and makes a Improvise Thread Item test
against the reatunement difficulty of the spell. if it is successfull the adept spends all costs
associated with casting the spell and may also include his willforce at the cost of 1 strain.
This enchantment stays on the item for Improvise Thread Item rank X 4 hours.
Anyone can then weave a thread to the Newly enchanted item at the cost of 100 LP and cast the spell
as if he himself had cast it(spellcasting if he has it, perception otherwise)
unless it is cast on himself then it automaticly succeeds and is a simple action.
The person casting from the Item also pays all the casting costs unless the recepient needs to pay it.
If Willforce was include the person casting from the item also needs to pay the strain as well.
The Adept creating the item can atune to it for 10 LP and can use a rank in Improvise Thread Item
instead of one of his normal Thread slots.
The only spells that can be imbued like this is a spell that has its duration counted in minutes,
rounds of instant.
example:
Shield mist:
Bert has Perception step 6 and Improvise thread item rank 5 making for a step 11
He wants to imbue shield mist in a cloak.
He pays 1 Karma and rolls his step 11 and spends another karma to add to the roll.
he needs to roll 13 for it to succeed, 13 being shield mist's reatunedment difficulty.
he rolls a total of 15 thanks to his karma and spends 1 strain to add his newly
learned Willforce of rank 3 to the spell.
The spell is now bound in the cloak for 5 X 4 hours, after that the spell fades.
He hands the cloak to his buddy Steve.
Steve is a Warrior and weaves a thread to the cloak paying 100 LP.
now combat is about to start and Steve activates his cloak.
Steve pays the 1 strain to gain the willforce to the step giving his shieldmist an effect step of
will+6+3 which in Steve's case adds up to Will 5 +6 +3 = 14 for a total of Improvised Thread Item +3 rounds
which is 8 rounds.
Had steve wanted to cast the spell on another buddy of his then he had to spend a standard action
and roll his own perception against his buddies spell defense and spend a strain if he wanted
to add the willforce rank of Bert.
