Can the spell assuring touch (PG 148) be casted after being targetted for a fear/intimidation attack that he failed to save, if that attack dont specify that he cant do nothing until he has broken the effect (as for the horror power "terror" GG 276, that specify that the target cant do nothing until he has broken the effect) ?

Also, in case of terror, a target that is overcomed by the terror can use the talent "lionheart" to overcome that terror ?
or the use of a talent breaks the "terror" script (being something more active than a simple willpower roll)
I think he can, since the lionheart is rolled IN PLACE of a willpower roll, so simply the adept has reinforced his pattern with Lionsheart, he isnt actually choosing to use it, he do it automatically.

No, because Battle Bellow does not have a resistance test, which is what Lion Heart modifies.

That is true, but is only tangentially related to the question.

Lion Heart modifies Willpower tests to resist fear/intimidation. Battle Bellow does not allow a Willpower test to resist its effects (if it did it would be in the talent description). While Resist Taunt is a talent test based on Willpower, and can be used against Battle Bellow, Lion Heart explicitly cannot be used to boost Resist Taunt.

It seems a bit strange that a talent made specifically to break intimidate and fear doesn't actually work against this?

Having looked back through previous editions the problem seems to be that in 3rd edition a duration was added to battle bellow where previously it only lasted one round....which of course would mean that there was no duration.

It seems a bit absurd that a player can resist dragon fear with lionheart but not battle bellow?

I think the main difference is that Battle Bellow does not prevent the adept from acting -- it only penalizes their actions (much the same way as Taunt or Battle Shout). A dragon's Fear power prevents the character from acting at all unless they overcome the effect with a Willpower test - much like the Frighten talent (which also allows a Willpower test to shake off).
