Not too useful talent for 11 Circle, imho.

I don't think its too bad, if it works, you have effectively sacrificed your action to stop an opponent's ranged attack and deal damage to them or one of their allies. Considering ranged attacks require a Good result or better to avoid, this is actually an easier way to avoid their attacks.

By 11th circle most combatants (PC or NPC) have multiple attacks. In the case of an archer I think the talent is second shot.

This means that your spending your entire action to negate half your opponents action.

I don’t think this can be called a wining strategy,
