Enchanting Armour?

There is some debate over the cost of enchanting armour and idd like some feedback from my peers.
The topic of purchasing a suit of Crystal Plate and having it enchanting with the Heavy Armour template has come up in game and I wanted to see what sort pf costing other GM's would place on this.
The confusion I have is that in the Players Guide, the suit is base cost 12,000sp and the template is 7,500sp. Total cost = 19,500sp.
Now the rules for enchanting in the Players Companion state that you add the base cost of the armour plus the material cost (50% of the item cost) plus the act of enchanting (again, 50% of the item cost.). On top of this cost, it also states in the magical item design section of the GM Companion that to allocate the rank one Heavy Armour thread ability of the item being the equivilant of fully forged, the item in its mundane state must have had the Forge Armour talent used on it prior to it being enchanted with this thread ability.
Thats a cost of 12,000sp (item base cost) + 6,000sp (material cost) + 6,000sp (enchantment cost) + 3,000sp (Forge Armour used 8 times. 4 on physical and 4 on mystical) = 27,000sp
A big difference although i may be missing something.
Which do you use when caculating cost and how much would younlook to charge a PC for commisioningn a suit of Thread Crystal Plate.
