Rules Questions: Grappling

The Grappling rules have brought about a few issues in a game I play, rather than run, but it can affect my own game. So here are a few questions that I would like to have clarified;
1) If a creature, or character, has multiple limbs can they continue to act against others while grappling. Does having extra limbs give any benefit to a grappled foe?
2) What actions can a grappled character or foe take? I read the rules as they cannot take any actions except to attempt to escape the grapple, though the GM may allow other actions if the action test exceeds the grapple result.
