I was just re-reading the 1st Edition Parlainth book, which I haven't picked up since the 90s. I was struck by the similarities between Haven and Deadwood.
Both are frontier boom towns, existing to service a rush of fortune seekers. They have no formalized law or government, but are instead largely owned and controlled by a small group of somewhat unscrupulous businessmen who work to protect their own financial interests and sideline or flat out crush any competition. I see Torgak as essentially Al Swearengen.
Thoughts?

I once ran Torgak as a "wand"-slinging sheriff on a granlain (it was a short game set there). He found the wands in some forgotten magician's laboratory in the ruins.
