Question About Evil Eye Spell

So I am looking at the Fourth Circle Nethermancer spell, Evil Eye and I am curious about something in its description. It says the following;
"If successful, the magician's Frighten talent can now curse with the Evil Eye and gains an additional Success on all successful uses of the Frighten talent."

So is it meant to say that the "curse" is the additional success gained? Or is it supposed to be an actual curse as well as gaining an additional success?

If it is the latter, what type of curse? Minor or Major Curse, as described on pg. 185 of the Gamemaster's Guide? Is there supposed to be a certain effect, or is it up to the GM?

No extra curse, just an additional success.

Yeah, that's "curse" as the verb - to cast negative magic. Not "Curse" (noun) - one of the game-mechanic terms.
