the horror power animate dead says the horror can "have under control" a certain number of undead. What does it mean?

a) there can be at most that many undead created by this horror at any given time?
b) all the excess undead are just not controlled temporarily (but can be controlled later), but the horror can have infinite numbers animated (since you deleted the "lifespan" of cadaver men in the new edition)
