A characters maximum karma is his racial karma multiplier times his circle.
How about multi-discipline characters? Do they get karma for each circle in each discipline? Or only for the discipline they have the highest circle in?
I know that for durability and bonuses, they only get the highest value, not the sum of all values. Is karma that way?

As Panda said, "only the highest" is the official rule.
There is an optional/house rule adaptation from earlier editions, if you want to get into potentially headache-induced record keeping. You can keep separate pools for each Discipline, but only allow Karma from a pool to be spent on talents/abilities for that Discipline.
So a human Swordmaster 5/Weaponsmith 2 would have 25 Karma that can be used on Swordmaster talents, plus another 10 that can only be used on Weaponsmith talents.
I don't like this, personally, and really don't recommend it for ED4. In addition to the annoying record-keeping required, it makes combinations with a lot of talent overlap more powerful because it greatly increases the available Karma pool for those shared talents (a Wizard/Elementalist, for example, would have more Karma available for Spellcasting).
