the rulebook says: "the cadaver
man ignores Wound penalties or any Harried or Knocked Down
penalties the pain would normally cause."
i always thought being "knocked down" means lying on the ground, and this leads to the -3 malii, not the pain.
My question is: does the quotation mean, that cadaver men cannot be knocked down? Or just that he doesnt get defense and offense penalties, but still has to use an action to get up?

I think this is referring to the effect of the Pain spell, which in ED3 says the target is doubled over and "considered to be Knocked Down" -- in other words, Cadaver Men are not affected by this spell (or, I assume, other effects that work the same way).
Which is to say, if a cadaver man is knocked down as the result of a wound, they would still suffer the penalty.
