That does make for easier book-keeping Avantio. I don't recall that clarification in 3rd edition but seems as good a way to run it as any.

From page 119 of the ED3 Player's Guide, under "Using Woven Threads":

"In the case of talents, this increases the Rank and affects everything that is based on the Rank, such as the final Step, or duration of the talent. The increased Rank does not, however, count when checking to see if the character qualifies to advance to the next Circle."

I would be very surprised if the text was significantly different in the more recent revised edition.

So, weaving a thread to Thread Weaving increases the step you roll for making tests, and also increases the number of threads you can have along with their maximum thread rank (since those are based on the talent rank). Yes, this can cause problems with bookkeeping, and can also cause headaches for when the group threads don't apply and the higher ranks end up dormant as a result.

That said, if you want to rule that the bonus only applies to tests to make life easier, go for it.
