In astral space, you're not seeing objects, but the symbolic representation of objects (i.e. patterns). Transparency doesn't work the same. To put it into something more readily tangible, it'd be sort of like looking at an infrared image. You can see heat signatures through the heat signatures of other objects, just as you can see patterns through other patterns. The only thing you can't see through is living material (living beings, fern weave, living rock) or a strong astral barrier (kaer or kaer-like protections on a metal door). So yes, you could see through water, including muddy water, as long as it's not muddy due to a significant living presence. A high concentration of algae, for example, would be obscuring.
As I have read it and played it, the intent for splitting movement is partial movement, take action, use remaining movement. So anything that would fit into your standard action could still be done with splitting movement. My logic is that your combat movement covers the maximum distance you can go in a round and still take action, and as long as you don't exceed that total distance, you're still covered regardless of what order the movement comes in.
