I want to create evil Nethermancer who turned undead and became Cedaver Men. Any advices?
I don't know how to handle spellcasting in that way, because low PER of Cedaver Men disqualifies them from being succesful Spellcaster...

Totally possible. Don't make him a Cadaver Man. Use the Unnatural Life Horror Power. Corpses revived by this power function as they did in life, retaining their previous Attributes and Talents. They may also make Recovery Tests as a Standard Action in any combat round with a limitless supply, making them notoriously hard to kill.
The Nethermancer could have been given the "gift" of eternal life by a Horror as a deal for allowing the Horror to escape into the world.
Or alternatively, the Nethermancer could have been involved in a cult that worships Raggok as the Passion of Undeath. For example see the Deniers of Death section in Kratas: City of Thieves. As a gift for service, he was given immortality by Raggok as an Unnaturally Alive servant.
So character creation is generally easy, create a Nethermancer of X Circle, he gains Unnatural Alive, and his Recovery Tests change from X number/day to infinite uses/day. The creature's type is considered Undead for all purposes of spells being cast on them such as Undead Struggle. I usually give them the power: Wormblood Rank+Tou. This power works like the talent Fireblood, except that when wounded and damaged, earthworms erupt from the body of the creature sealing wounds with dirt and earth. Which adds to the overall creepiness of the creature, and also reminds me of the Standard Action/recover every combat round power they have.
