How do you use Silence Metal ?

if it only removes noise from metal items where are the rules where there is two stealth resolutions ??? (one for the character, one for the character and its items...)
From this point of view such a spell cannot work with ED rules.

or does this spell makes someone holding a metal item silent ? (if you wear a dagger it may affect you.) Then it's simply a silence spell with a minor condition (having a metal item.)
