There's no real distinction or handedness in ED, the term off-hand is simply used to distinguish between the two hands for Second Weapon.
It doesn't really matter what hand you use, in other circumstances.
Except for Second Weapon and Second Attack.
Second Weapon says "the other hand" and Second Attack says "the same hand". Only these two talents tell you what hand/weapon to use.
Same hand as what? The one that allowed you the attack, which usually is the one using the Standard Action.
So, the sword is the off-hand weapon, but only for the purpose of Second Weapon.
So, part of the power of Momentum Attack is that, unlike the other two talents, it lets you choose.

Yes, but all in all, Second Attack is still more powerful, because it's guaranteed.
Of course, there's a couple disciplines that get both! (Windmaster comes to mind.)
