In short:
The tutor learned the talent at a specific circle, the money and time spent for learning it is up to what you'd have to invest for training for that Circle.
(But can be lower, at GM's discretion -- this is because sometimes you might be familiar with the basics already, for example when learning an additional matrix.)
Example:
Student wants to learn Frighten animals from a Cavalryman. The Cavalryman learned it at 7th Circle.
Time would be up to training time for reaching 7th Circle (universally 40 hours), money would be up to 1,500 silvers (training cost for 7th Circle as per the table on p. 241).
The GM can (and usually should) go lower than that, for example if the student were a Beastmaster and learning is as a Talent Option, Beastmasters having earlier access to the talent normally than Cavalrymen, and an even greater affinity for animals. Or he can ask for the maximum because the student learns it via Versatility and is of a Discipline with no knowledge of beasts whatsoever.
The wording ("can get as high") merely suggests it shouldn't go beyond that.
In any case, it's supposed to always be an individual decision, and learning the talent during training for a Circle is strongly encouraged, as it's basically free then.

Something doesn't add up here.

The character must complete a number of days of training equal to his current Attribute Step
Each week of training costs a character an average fee equal to his current Attribute Step × 10 silver pieces.
Then the example
Kricklen’s training will cost him 70 silver pieces per day, based on his current Dexterity Step of 7. For seven weeks of training, this totals 490 silver pieces.
But Kriclen doesn't need 7 weeks of training. The examples mention days equal to his Dex step, which is 7. If you change weeks to days, it makes perfect sense.
Is this errata?

No, the Throalic week is 7 days.
It is the Therans (*spit*) that have 5-day weeks.
