All valid viewpoints.

If you want a more practical terminology, then the Shadowrun/Sixth World concept of being genetically encoded with the ability to harness the world's magical energies (mana) determines your potential adept power level from birth. The individual abilities/talents and capabilities of someone who trains are determined by the proto-adept's environment - their teachers and influences, needs and desires.

In the context of Earthdawn/Fourth World, the long-established traditions associated with the Disciplines provide that background environment and training is more "defined" according to centuaries of adept/magicians utilising magic. Thus the "rules" and structures of using a Discipline are more defined, providing stricter limitations but greater potential for advanced talents/abilities.

As for the belief angle, well, a person/Name-giver has to be born with the innate aptitude to harness mana before they can manifest it. The belief in themselves via a focused worldview through their Discipline enables the magic to fulfil its potential. The personal viewpoint and philosophy of the adept determines exactly how they manifest and understand their abilities, and at times even attributes directly towards the blockage of those same abilities (Talent Crisis) by providing mental barriers that the adept has to reconcile themselves with in order to let the mana flow.

All in all, an adept uses magic directly from the Universe, harnessing it by their own needs and shaping it to their will. A person.Name-giver could believe themselves capable of magic and thus if the desire and willpower is there, become an adept as this follows the theory that all living things have the potential to interact with magic. If they were born without the potential, and magic use relies solely on genetics then a mundane can never become an adept no matter how much they train and believe. But then their pattern would not interact with magic either, and thus shouldn't be affected by it in any form either? Hmmm, a quandry for tavernside discussion there I think.

Mundanes in Earthdawn can interact with mana/magic due to the high saturation (not to mention the ever obfuscated Half-Magic Adepts). It's often described that farmers/etc have small charms like a chant to sing while sharpening their tools, etc. Then there are the "common" magical items like the Hot Pot and the Fire Starter.
