The target would have to declare Running on the next turn. So this usually doesn't come up the first turn. Especially if the target already acted.
Note the Harried only starts the moment you Run (at Initiative), so doesn't apply if you declare Running, but make a WIL Test and aren't affected any more.
In the interest of keeping it simple, you can skip all the formalities of declaring etc., because usually, no one's going to run after the target and attack at the same time etc..
