It's been a long time (over a decade) since I read the Theran Empire book (particularly the Talea section), but my recollection is that Prima is essentially god. Hopefully someone else will be along shortly to either correct that or fill in some additional information.

That is correct. In 3E and 3ER the list of Discipline Talents is required, though there are optional rules to restore the old talent lists.

Rank means just the Rank of the power (Talent, skill, etc), while Step refers to the Attribute + Rank. So in the above case, it would just be the Rank of the Talent, not the Step.

I believe (or would at least use) the same restrictions as Versatility: you must be at least the same Circle as when the instructor learned it. So a Warrior may have Air Dance available at first Circle, but if they didn't learn it until third, you have to be at least third Circle to learn it from th...

Glad you enjoyed it. I will be adding more of the various pieces as I continue to post Adventure Logs. Tomorrow should see the espagra scale trophies, which were by far my most ambitious endeavor.

I print out a lot of information for everyone, pretty much all of the mechanics they will need to interact with (Talents, Half-Magic, Knacks, Step Chart and Difficulty v. Result Level, Karma, etc) along with a note card for every Thread Item, trophies from creatures and quite a bit else as well. Her...

Fine nets and/or aerosol drugs.
Chains attached to their ankles are my favorite way to keep a windling in place. Affix chain to... something heavy. They may not be able to do physical labor, but if that is why you have enslaved a windling, you might be doing it wrong.
