The sum of the two is the maximum number of permanent (pattern) threads he can have woven.

Any recovery test that heals at least 3 points (after wound penalties, etc) allows the item to be recharged. One way to look at it: When you have the charm bonded (and before you use it) you have 3 "blood magic" damage. Using the charm changes the damage from "blood magic" damage...

The racial ability does not count as a talent for the purposes of advancing, so the windling would need to learn the talent through the Discipline for it it count.

You are supposing that you will always get pattern items, this is not the case. different people develop pattern items at different rates, the number of pattern items you have dose not influence the chance of another item becoming a pattern item.
