The workers and your PC should know that if this is brought to any kind of official attention, his word will count more than theirs. The captain of the craft will be a noble. The usual noble courtesy applies. The captain in this situation is under the authority of his lord as a part of his feudal duty (patrol, pirate control or whatnot) and will be expected to perform that duty foremost. It would be interesting to have some light boardgame rules to represent the affairs of a fief on regional, continental or planetary level. Game of Thrones is a neat boardgame, but a bit too complex to be weaved into a campaign.

I believe that scope could work well. Fading Suns systems have the kind of depth to allow campaigns set entirely inside those confines. I didn't like how occult powers used the inflexible power escalation staircase design from WoD Disciplines and such. Getting a wider amount of abilities would be nice.
