In my campaign, the Justinians lost at least one scepter when the Paradise gate was sealed, and traded whatever they had left to the church. Those scepters, being royal rather than church scepters, wound up with the Li Halan after Halvor became regent and Patriarch. I have the church holding 5 scept...

Sounds good to me. You give me some NPCs and a map to work with, roughly sketch the city, and I am thrilled. That's always been my favorite part of the a Imperial Surveys, the way they lighten my workload and give me some plot ideas to run with.
