How about a very small strain pool (say equal to your circle x3) which you can refill by spending karma as a free action? After you exhaust it you can alternatively use hp? Karma is not that much for most characters. Agreed. Spending karma to replenish the pool is a little too easy. I like the idea...

I think he means that whether you need to test for Knockdown is based on Toughness (as it keys off Wound threshold). But yes, the test itself is Strength-based. Sort of. Why not have a KDT based off of Str in the character creation table thing? You could make it much higher than WT on average but I think it would make Str more interesting.
